BIDDLE PARK MASTER PLAN

This project will update the existing master plan (1976). Consultants will be looking at protecting natural resources including the Sycamore grove and Arroyo Grande creek corridor. Some of the issues are: circulation; the locations of active recreation verses passive recreation; interpretive opportunities; and incorporation of the future Arroyo Grande Creek trail. A new playground is also planned for the park and will be sited as part of the master plan update.
San Luis Obispo County Parks is in the process of updating the Park Master Plan for Biddle Regional Park. Once the Park Master Plan is adopted it will guide future park improvements within Biddle Park. The Master Plan will indicate how the park should look and function in the future.
As a first step in the master plan process, County Parks conducted a user group meeting on June 23, 2009. At the meeting the County received input from the user groups regarding what type of facilities/activities Biddle Regional Park should contain. The input received at the first meeting has resulted in a concept plan. The user groups will have an opportunity to review the Biddle Park Concept Plan, on Thursday January 7, 2010. Eventually, based on user group input, components of the conceptual drawing will be developed into a Biddle Park Master Plan.

BOB JONES PATHWAY - San Luis Obispo to Ontario Road

This section of the Bob Jones Pathway would connect the San Luis Obispo Land Conservancy Octagon Barn (located on South Higuera near the City of SLO) with the County’s Ontario Road Staging area (located on Ontario Road in the Avila Valley). Completion of this project would extend the Bob Jones Pathway north approximately 4.4 miles.
The County is currently working on the completion of an environmental impact report (EIR) for the proposed project. A consulting firm, PMC, will complete the EIR for the County. The first step in the EIR process is a notice of preparation (NOP). Below, for your review and input, are the various documents associated with the NOP.
On Monday, April 5, 2010, an EIR scoping meeting will be held at the PG&E Education Center located at 6588 Ontario Road in the Avila Valley. The EIR scoping meeting will begin at 7:00 pm and end at 8:30 pm. The meeting is open to all interested parties and provides an opportunity for input relating to the scope and content of the project’s EIR.
If you have comments on the NOP, per State law, your comments must be received by the SLO County Planning & Building Department no later than April 26, 2010. You may provide comments:

BOB JONES PATHWAY - San Miguel Street to Avila Community Park

The Bob Jones Pathway, a Class I bicycle path and pedestrian
corridor, currently extends from the County's Ontario Road
Staging Area to Avila Beach Road where it intersects with
San Miguel Street (in the vicinity of Avila's sewer plant).
The bike path's current terminus provides a marginal crossing
at Avila Beach Drive.
This section of the Bob Jones Pathway
extends the existing bicycle/pedestrian corridor from behind
the Avila Beach sewer plant to First Street and Avila Park.
The proposed bicycle path would be located east of Avila Beach
Drive on Avila Beach Resort Golf Course property. A traffic signal at First Street and Avila Beach Drive would provide a crossing to downtown Avila, Avila Park, and Avila Plaza. The owner
of the golf course, Rob Rossi, has offered the County an easement
on his property for the purpose of constructing this phase
of the project. In exchange, Rob Rossi is requesting right-of-way
along Avila Beach Drive. All project permits have been obtained. At this time construction drawings are being completed. We hope to have the project constructed by summer 2009.

AVILA TO HARFORD PIER TRAIL CONNECTOR PROJECT

The Avila Beach to Harford Pier Trail Connector will provide off street, non-motorized transportation access and extraordinary coastal views between the community of Avila Beach and Harford Pier. See the attached vicinity map for the exact project location. Currently the only access between the two points is via Avila Beach Drive.
As a portion of the California Coastal Trail, the intent of the Avila Beach to Harford Pier Trail Connector is to provide: (1) a pedestrian corridor along the ocean, (2) bicycle access separated from the street and motor vehicles, (3) improved access for those with disabilities, and (4) protected areas to view the beach and ocean between Avila Beach and Harford Pier. In addition to people walking and biking from Avila Beach to the pier, the proposed trail would also augment coastal access along the proposed route.
This project is identified in the 2006 SLO County Parks and Recreation Element and the 2005 Regional Transportation Plan (RTP). The proposed corridor is an important segment of the California Coastal Trail. Funding for this portion of the project is being provided by Pacific Gas & Electric (PG&E) Company. In fiscal year 2006/07, PG&E provided $300,000 to County Parks to design and obtain permits for this proposed corridor as part of their steam generator replacement permit. Once the $300,000 of PG&E funds have been expended, County Parks would apply for grant funds to proceed with future phases of the project including construction. The timing for construction is uncertain due to potential unknown project constraints and unidentified construction funds.
MORRO BAY TO CAYUCOS CONNECTOR PROJECT

This project would be a Class I bicycle path and pedestrian corridor linking the unincorporated community of Cayucos to the City of Moro Bay. Currently the only bicycle route available between the two communities is along Highway 1 (along the highway’s shoulder). The intent of the project is to provide a scenic and safe corridor that is separate from motorized, highway traffic.
FINAL ENVIRONMENTAL IMPACT REPORT as of July 2010
The Final EIR will be going to the Parks and Recreation Commission on Thursday, August 26, 2010, 6:00pm. The Parks & Recreation Commission will provide a recommendation to the Board of Supervisors regarding certification of the EIR.

A public hearing before the San Luis Obispo Parks & Recreation Commission was on May 27, 2010 at the Board of Supervisors Chambers, County Government Center, 1055 Monterey Street, Room D-170, San Luis Obispo, CA.
The public hearing before the San Luis Obispo County Board of Supervisors to certify the EIR has tentatively been scheduled for October 2010 at the Board of Supervisors Chambers, County Government Center, 1055 Monterey Street, Room D-170, San Luis Obispo, CA. Board meetings starts at 9:00 AM. You may want to check the Board’s agenda online to ascertain whether this item is scheduled.
Constraints Analysis, Geologic Report (the GR is text only), and the project’s Preliminary Design and Preliminary Plans have been completed. The next stage is to complete relevant studies and an environmental document. The Cayucos Advisory Committee, the City of Morro Bay, and the County’s Parks and Recreation Commission have provided initial input.

NIPOMO PARK MASTER PLAN

An environmental impact report (EIR) is currently being completed for the Draft Nipomo Park Master Plan.
A Notice of Preparation (NOP) was sent out by the Planning and Building Department on November 17, 2009. The NOP indicates: (1) the environmental issues that will be discussed in the project’s EIR, (2) a deadline for comments on the NOP, (3) where NOP comments should be sent, and (4) a notice of a public scoping meeting. This meeting was held on December 1, 2009 at 6:30 PM at the Nipomo Community Services District Board Room (located at 148 South Wilson Street, Nipomo, CA). The NOP meeting provided participants with information regarding the EIR process, a chance to ask questions of County staff, and a chance to comment on the content of the proposed EIR.
Scoping meeting comments
MASTER PLAN CHANGES IN 2009
The Draft Nipomo Community Park Master Plan being reviewed under the EIR is slightly different than the previous master plan. Changes include:
- Osage Street improvements are now included as part of the project.
- A modification to trail locations. The paved trail originally located within the park’s western area is now adjacent to Osage Street.
- “Alternative Two” identified in Initial Study will now be assessed in the Alternatives Chapter of the EIR
- The existing pre-school is now included in the project description and is identified as a temporary use.
- Conceptual architectural drawings are now provided for the proposed community center.

MASTER PLAN BACKGROUND (prior to 2009)
The Nipomo Community Park Master Plan, when adopted, will
provide a footprint for future recreational development at
Nipomo Community Park for the next 15 to 20 years.
To determine environmental resources on the project site, the County hired the Morro Group, Inc. to complete a constraints analysis. Please review the following components to the Contraints Analysis.
To obtain community input, County Parks, with the help of
the South County Advisory Council (SCAC), put together a community
survey. In January 2004, the survey was mailed to randomly
selected Nipomo and Oceano residents. In addition, Community Surveys were conducted onsite at Nipomo Community Park.
In addition to a community survey, Public Workshops
were conducted in Nipomo to determine community preferences
and needs. The Public Workshops began on March 3 and 4, 2004.
The first two workshops invited participants to help design
the park as well as identify concerns. On May 5 and 6, 2004,
workshops were held to present the survey results and the
three concept drawings for future park development. To review
the three initial Master Plan concepts, completed in 2004, for Nipomo Park click on
the individual concepts noted below.
DRAFT NEGATIVE DECLARATION
On September 27, 2007, a DRAFT Negative Declaration (ND) was made available for public review by the SLO County Planning & Building Department. The Draft ND identifies potential environmental impacts associated with providing new recreation (such as a community center, sports fields, a skate board park, etc.) in the southeastern portion of Nipomo Community Park.

Please note the Draft ND is based on two alternative Nipomo Community Park Master Plan drawings. The difference between the two drawings is discussed in the Draft ND on pages 3 through 5. Also, Firma completed two alternative drawings and a Public Review Draft Master Plan.
In terms of future development of the Mesa Meadows site, the Master Plan proposes consistency with the April 2002 Landscape Plan.

NORMA ROSE PARK / SKATE PARK

This project will develop a 1.5 acre park facility in Cayucos on Ocean Avenue, West of the Cayucos Cemetery and directly East of Highway 1. Park improvements will include a skate park, children's playground, basketball court, rest-room, and picnic areas. The skate park planned will be approximately 10,000 square feet
in size. Construction documents are being prepared. Construction improvements are pending the County Board of Supervisors approval for construction, and authorization of maintenance funding.

OLD CREEK PROJECT (Highway 1 crossings in Cayucos)

This project is located in the community of Cayucos. Many pedestrians and bicyclist in the southern portion of Cayucos cross Highway 1 either at the Old Creek/Highway 1 intersection (which contains a traffic signal), or, in some cases, by running across Highway 1 near Obispo Avenue or Chaney Avenue. The intent of this project is to improve crossing safety as well as augment bicycle and pedestrian access across Highway 1 in the Cayucos area.
The Old Creek Project proposes potentially two pedestrian/bicycle crossings under Highway 1 in the vicinity of Obispo Avenue and Chaney Avenue. To determine community interest in these crossings, County Parks hired Sara Kocher to perform a public opinion survey within the community of Cayucos. The survey was conducted in August 2009. Ms. Kocher and her staff conducted the survey in person. Survey questions asked visitors and residents their opinions regarding a potential crossing under Highway 1 at Obispo Avenue and a potential Highway 1 crossing at Chaney Avenue.

The Parks and Recreation Element
(PRE) is a long-term plan for the County's unincorporated
areas, identifying future park, recreation, and natural
area projects. The PRE establishes policies and programs
to provide and maintain parks, recreation, and natural
areas within San Luis Obispo County.
WHEN WAS THE PRE ADOPTED BY THE COUNTY OF SAN LUIS OBISPO?
The San Luis Obispo County Board of Supervisors adopted the Parks and Recreation Element on December 19, 2006. The Element became affective (law) January 18, 2007.
